Andrey Delchev

Andrey Delchev is a graduate of the Faculty of Law of Sofia University “St. Kl. Ohridski”. He specialized in Greece (1984, “Constitutional Law of Greece”), France (Paris, 1991, “Protection of Competition”), England (1994, “Reform of Public Administration”). Until 1990, Mr. Delchev worked at the Sofia District Court as a judge and later as the Chairman of the Court.

From 1991 to June 1997 he was Head of the Legal Department of the Council of Ministers. He has been involved in the drafting of virtually all of the country’s new legislation, working on over 10 000 acts of seven governments – draft laws, decrees and decisions. He was Director of the FAR Project Management Group at the Council of Ministers. For 7 years he was Chairman of the Board of Directors of Balkan Holidays International, the largest Bulgarian tour operator with subsidiaries in twelve countries in Europe and North America.
